Refund Policy

When a payment made to Weleaks can be refunded, and how to ask.

1. Who this is from, and what it covers

1.1 The Services sold on https://www.weleaks.com are provided by Weeleaks Technology Limited (C 116871), . Billing questions are handled by Weleaks.com at [email protected].

1.2 This policy covers the introductory offer and the subscription that follows it. It supplements the Terms of Sale and Use and the Subscription Terms, and does not limit the statutory rights of a consumer.


2. The principle

2.1 A report is produced on demand, by running paid searches at third-party providers. Once it has been produced it has been supplied, and the cost has been incurred; it is not returnable. The general rule is therefore that a period already started is due.

2.2 What is refundable is what has not been supplied: an unstarted period cancelled under the right of withdrawal, a billing error, and the exceptional cases in Article 5.

2.3 A free preview is available before any payment. It shows real results, so that a customer can judge what the service will return before buying.


3. Right of withdrawal — consumers in the EU and the EEA

3.1 A consumer has fourteen (14) days from subscribing to withdraw, without giving reasons.

3.2 Access is opened immediately, at the customer's express request, so the amount refunded is reduced in proportion to what has been supplied. A subscriber who has run no full report is refunded in full; one who has received reports has been supplied the service.

3.3 To withdraw, write to [email protected] from the account's email address within the period. No particular form is required.

3.4 A contract concluded for professional purposes carries no right of withdrawal.


4. Cancelling is not the same as a refund

4.1 The subscription can be cancelled at any time from the account. Cancelling stops the next renewal; it does not refund the period in progress, and access continues until that period ends.

4.2 Cancelling during the introductory period of 48 hours prevents the conversion to a subscription at ₱3,353.56 per month, and no further charge is made. The introductory amount of ₱61.60 itself is not refunded: it buys immediate access, which is supplied at once.


5. Cases in which a refund is granted

5.1 Outside the right of withdrawal, Weleaks refunds in the following cases:

  • a duplicate charge, or any other technical billing error;
  • a charge made after a cancellation was validly recorded;
  • an unauthorised transaction, made without the cardholder's consent;
  • a report charged but never delivered because of a fault of the service;
  • an interruption of the service attributable to Weleaks that makes it unusable for more than seventy-two (72) consecutive hours, refunded pro rata for the period affected.

5.2 A refund may also be granted as a gesture of goodwill where the circumstances warrant it. Doing so once creates no entitlement to it a second time.


6. What is not refunded

  • a subscription period already begun, once the right of withdrawal has lapsed or been exhausted;
  • the introductory amount, access having been supplied immediately;
  • a report that returned little or nothing — a person with no public presence produces an empty report, which is a result and not a defect, and the free preview exists so that this can be seen before paying;
  • a report judged inaccurate or concerning the wrong person of the same name — the Terms state that a name is not a unique identifier and that every statement must be checked against its source;
  • a report ordered for a purpose the Terms forbid;
  • a failure caused by a third party — the customer's network, their browser, or a provider's outage;
  • an account closed for a serious breach of the Terms;
  • bank charges, and losses on currency conversion.

7. How to ask

7.1 Write to [email protected] from the account's email address, stating the date and amount of the charge and what is being asked for. A request that cannot be tied to an account and a transaction cannot be processed.

7.2 A request is acknowledged within five (5) business days and answered within ten (10) business days, with reasons if it is refused.


8. Processing

8.1 An accepted refund is made to the payment method used for the original transaction, within fourteen (14) days of acceptance. The time it then takes to appear on a statement depends on the issuing bank.

8.2 A refund of a subscription period ends access to the Services for that period.


9. Disputes raised with the bank

9.1 Contacting [email protected] is faster than a bank dispute, and settles most cases within days.

9.2 A dispute raised without first asking for a refund, in respect of a service actually supplied, is contested with the issuer using the account's usage records. Where a dispute is upheld against the customer, Weleaks may suspend the account until the balance is settled.

9.3 None of this prevents a customer from disputing a transaction they genuinely did not authorise, which will be refunded under Article 5.
